No development policy can be pursued in a country whose borders are uncontrolled and whose territory is insecure. A nation that cannot ensure its own internal security and defence is a nation without sovereignty.
That is why we intend to make internal security and defence an absolute priority, by building armed forces, a police force and a gendarmerie that are modern, professional, citizen-minded, properly equipped and able to face new forms of crime — in the service of our country's development, social cohesion, and the protection of democratic values and human rights.
