We believe that the development of the whole of Côte d'Ivoire cannot be driven from offices in Abidjan alone, and that the most credible way to achieve harmonious development is decentralisation: strengthening the autonomy of local authorities and citizens' participation in local public governance.
In Côte d'Ivoire, for lack of political will, more than 20 years after the law transferring certain State powers to local authorities was passed, the State itself has methodically avoided applying that law, so that decentralisation has no real substance in terms of powers transferred.
We intend to put in place, without ambiguity, a policy of effective transfers of powers and of the resources that go with them.
These transfers will go hand in hand with systems to oversee local governance, such as regional audit courts with real powers.
- Creation of the National Agency for Development and Citizen Participation (A.N.D.P.)
- Creation of a local civil service
- A gradual increase in the share of resources transferred, in line with the powers transferred.
